Since joining the board of directors of the Santa Ana Chamber of Commerce, McLoughlin has worked as a strong advocate for workforce development and career technical training programs, including High School Inc. (HS Inc.), a unique partnership between the Santa Ana Unified School District (SAUSD). Mark is proud to be president of the HS Inc. Foundation Board of Directors and is a past champion for the HS Inc. Manufacturing Academy.
Serving over twenty years as an Orange County community leader, Mark was elected trustee of the Rancho Santiago Community College Governing Board where he served as vice president in 2012 and clerk in 2011. During his tenure he was the board’s representative on the RSCCD Foundation and a member of the district’s Facilities and Legislative committees. In addition, he was appointed by the Office of California Community College Chancellor to the Santa Ana Redevelopment Citizens Oversight Board and served as vice president.
As the chair of the SAUSD Citizens’ Bond Oversight Committee, the past co-chair of the successful SAUSD Measure G campaign (that provided new and modernized classrooms for 55,000 K-12 students) and a previous member of the school district’s budget reduction committee, McLoughlin brought important facility and fiscal management experience to both the RSCCD and SAUSD.
In the community, Mark served as President of the Floral Park Neighborhood Association (FPNA), past Historic Resources commissioner and currently is a Planning Commissioner.
Mark brings a career spanning thirty years in operations, cost management, contract negotiations, strategic planning with companies as: Lockheed, Toshiba and Xerox. McLoughlin is a nationally certified Supply Chain Management Professional. The CPSM certification is a credential that hones his multi-faceted skills in areas such as finance, supplier relationship management, organized global strategy and risk compliance.
He holds a bachelor’s degree in Manufacturing/Industrial Engineering from Syracuse University and masters’ degree in Operations Research and Business Management from the Rochester Institute of Technology.
Mark was honored in 2012 with the Orange County Volunteerism Award and the City of Santa Ana Neighbor Hero Award. In addition, in 2016, High School Inc. was recipient of the OneOC Giving is Living award for the Best Non Profit and business partnership in Orange County.
He and his wife, Janelle, run a Golf Sporting Goods Company and have been residents of Santa Ana for more than 25 years.
